The NPC is shown driving a green pickup truck at high speed, while climbing out of the driver's seat.
The citizen of Leonida is revealed to be deceased via a post to social media from YoMammazJammer that reads:
"RIP Rudi - C U in heaven, cuz."
It's unclear whether or not Rudi died climbing out of his vehicle in this manner.
