Phil, speculated to be Phil Cassidy, is a supporting character who appears in GTA 6.
This character was revealed in Trailer 2, where he is shown running Phil's Ammu-Nation in a television commercial.
The original Phil Cassidy was a main character who appeared in GTA: Vice City and Vice City Stories, also featuring in Liberty City Stories and GTA 3.
Like the Phil in Trailer 2, he was a heavy-set man who eventually owned a gun store in Liberty City. However, he also lived in Vice City, where he worked alongside past protagonists such as Tommy Vercetti and Victor Vance.
It's worth noting that this Phil can't actually be the same one from the older games, as those all took place in Rockstar's 3D Universe, rather than the HD Universe in which GTA 6 resides.
What's more, given that Phil Cassidy was already a fully grown man in the mid-80s, he'd now be much older than the Phil in Trailer 2 appears. On top of all that, Cassidy loses an arm during the events of Vice City, yet the man in the trailer has two functional arms.
However, some fans argue it seems unlikely that Rockstar would show off a similar-looking man, also called Phil, running a gun store, in Trailer 2 if he wasn't important.
Given Rockstar seems to like the character so much that it brings Phil back whenever possible (Cassidy is even mentioned in Rockstar North's Manhunt game), it's likely that this could really be Phil Cassidy in the flesh.
But if so, it's an alternate universe Cassidy, who isn't likely to be exactly the same as the one we know.
