According to the Mega Noticias broadcast he features in, the criminal was convicted after his own neck tattoo revealed that he was guilty of committing a particular crime.
It is likely that Rockstar Games took inspiration from the real-world 'Florida Joker,' a man named Lawrence Sullivan, when crafting this NPC's appearance.
Sullivan, who was arrested by Miami police for allegedly pointing a gun at passing cars, is similarly covered in tattoos, and his distinctive mugshot closely resembles that of the GTA 6 character. He has since called on Rockstar to pay him up to $3 million for his likeness, but the company has not publicly responded to his demands.
