The NPC is shown getting out of an Imponte Ruiner in order to grab his crotch in the direction of another citizen, who is currently filming him for social media.

User GeneralCustardCannon indicates that the man's anger stems from an incident on the road, captioning their post: "Only in Leonida is a crotch grab an apology for bad driving."

Somehow, it seems unlikely that he's apologizing.
