The woman is being filmed by social media account 'have.a.vice.day', which jokes that someone needs to "call the department of transport on this dumptruck."
This NPC appears to be a reference to a viral clip of a woman twerking on a car roof while it was driving on a Miami highway back in 2017.
The car the Leonida civilian is riding on appears to be a Karin
